The E-Accountability Foundation announces the

'A for Accountability' Award

to those who are willing to whistleblow unjust, misleading, or false actions and claims of the politico-educational complex in order to bring about educational reform in favor of children of all races, intellectual ability and economic status. They ask questions that need to be asked, such as "where is the money?" and "Why does it have to be this way?" and they never give up. These people have withstood adversity and have held those who seem not to believe in honesty, integrity and compassion accountable for their actions. The winners of our "A" work to expose wrong-doing not for themselves, but for others - total strangers - for the "Greater Good"of the community and, by their actions, exemplify courage and self-less passion. They are parent advocates. We salute you.

We are happy to announce that the LIS, Mrs. Frances Monticciolo, was forced to resign as of early May. The barrage of communications and pressure from so many of our colleagues was really the critical factor. However, we are unwilling to come forward publicly at this time because we are unfortunately still working under the reign of terror of Dr. Kathleen Cashin, Regional Superintendent (Region 5).

Please share our letter with everyone; we would really appreciate it.

The Chancellor nor the Mayor never provided a response.

Dear Mr. Bloomberg:

We are a group of demoralized educators in Community School District (CSD) 19 in Region 5, and we feel compelled to write to you about the incompetent, inhumane, and unprofessional leadership of our Local Instructional Superintendent (LIS) Frances Monticciolo. We are suffering under her poor leadership, and our city's children are suffering.

Since September, she has proven to be an incompetent and inhumane leader. Her supervisory skills demonstrate a complete lack of understanding of the instructional process. She reprimands teachers and administrators on items she has not explained, and she provides no sound pedagogical practices in her own style. She appears to have no real understanding of child development, the learning process or how to collaborate with colleagues. She berates us in front of our students and peers about minutia that do not support the big picture of learning. For instance, she demands that our bulletin boards only include perfect work, regardless of the fact that our students skills range from age, to various skill levels, to English Language Learners (ELL's) and other youngsters who require intense academic intervention. Mrs. Monticciolo! 's expectations tells students who are not "perfect" that they do not belong; she has no concept of recognizing growth or differentiated instruction or learning. Her continued abusive manner has hurt CSD 19's morale and productivity. Nothing is applauded; all is berated.

Mrs. Monticciolo's lack of professionalism and lack of respect for others is on par with a power-hungry dictator who cares little for her subjects. She refers to us as "idiots," "morons," and "stupid" according to the feedback we have heard. She strongly encourages the administrators to rate us "unsatisfactory", but she does not provide meaningful staff development, mostly because she seems incapable of understanding the instructional process. She believes that leadership is accomplished through bullying; she bullies principals and AP's and encourages them to do the same with us. This school yard strategy not only doesn't work, it is also juvenile and demoralizing as well. Mrs. Monticciolo should model behavior we expect our students to follow as good citizens and community members, not contradict it.

For all the reasons cited above, we call upon you, Mr. Mayor to instruct the Chancellor to remove Mrs. Monticciolo from her post immediately. While we applaud the efforts of Chancellor Klein and the new administration, we can not stand idly by and be abused, We are hard-working educators, who give our best every day to the most at-risk youths of New York City. Mrs. Monticciolo can not be allowed to continue belittling our efforts and persons on a daily basis. The climate this woman has created is the complete antithesis of learning and educating; she has created a climate of fear. We are sure you will agree that this is not how we want to educate our city's children.

We expect immediate attention to this matter. If action is not taken, then we are prepared to go to all media outlets to uncover this story.
