The E-Accountability Foundation announces the

'A for Accountability' Award

to those who are willing to whistleblow unjust, misleading, or false actions and claims of the politico-educational complex in order to bring about educational reform in favor of children of all races, intellectual ability and economic status. They ask questions that need to be asked, such as "where is the money?" and "Why does it have to be this way?" and they never give up. These people have withstood adversity and have held those who seem not to believe in honesty, integrity and compassion accountable for their actions. The winners of our "A" work to expose wrong-doing not for themselves, but for others - total strangers - for the "Greater Good"of the community and, by their actions, exemplify courage and self-less passion. They are parent advocates. We salute you.

Education Blackmail in New York City?
New Visions for Public Schools is one of seven nonprofits that parcels out a $51.2 million grant Gates announced in 2003 to create new small schools around the city. Recipients get $400,000 over four years for teacher training, computers or other needs. But the six schools selected as this year's recipients received an e-mail from New Visions on March 8 telling them that, to get the money, they must hire New Visions to serve as their "partner support organization," or PSO. A subsequent letter said they had to hire New Visions for five years.

A local nonprofit charged with distributing millions of dollars to city schools from the Bill & Melinda Gates Foundation has decided to attach strings to the cash: It wants a payoff of sorts.

New Visions for Public Schools is one of seven nonprofits that parcels out a $51.2 million grant Gates announced in 2003 to create new small schools around the city.

Recipients get $400,000 over four years for teacher training, computers or other needs.

But the six schools selected as this year's recipients received an e-mail from New Visions on March 8 telling them that, to get the money, they must hire New Visions to serve as their "partner support organization," or PSO. A subsequent letter said they had to hire New Visions for five years.

One New Visions principal said she felt like she was being blackmailed.

"I thought, 'Oh, my God, what a huge conflict of interest,'" the principal said. "We have to join their PSO and pay them for support in order to get this grant that we qualified for?"

Under Schools Chancellor Joel Klein's latest reorganization, city schools can choose to get help with curriculum and planning from public administrators or they can hire an outside group like New Visions.

Either way, they'll pay for the services with funds from their school budgets.

New Visions Director Robert Hughes said his organization has always supported the schools it funds so it makes sense for grant recipients to hire New Visions as its partner.

An Education Department spokeswoman said it's too early to comment on what rules PSOs will be required to follow or whether New Visions had broken them.

The Gates Foundation did not return calls seeking comment.
