The E-Accountability Foundation announces the

'A for Accountability' Award

to those who are willing to whistleblow unjust, misleading, or false actions and claims of the politico-educational complex in order to bring about educational reform in favor of children of all races, intellectual ability and economic status. They ask questions that need to be asked, such as "where is the money?" and "Why does it have to be this way?" and they never give up. These people have withstood adversity and have held those who seem not to believe in honesty, integrity and compassion accountable for their actions. The winners of our "A" work to expose wrong-doing not for themselves, but for others - total strangers - for the "Greater Good"of the community and, by their actions, exemplify courage and self-less passion. They are parent advocates. We salute you.

NY State Special Education NCLB Scores and Graduation/Dropout Information for 2002-03 are Missing

The complete New York State No Child Left Behind State Report Card is still listed as "Available Soon" on the New York State Education Department Web site, and has been since it's March 17/18 2004 press conference, when it issued partial data for general education students only. Guess the 12% of kids with disabilities in New York don't count afterall. NCLB data still missing for 2002-2003:

1.How many kids with IEPs took each "mandated" test at the 4th and 8th grade levels, and how many
were "Not Tested" at these levels?

2.How many kids with IEPs took the alternate assessment for severely disabled kids, and how many should have but were "Not Tested" at the elementary, middle and high school levels? And what were the scores for those who were tested?

3.How many kids with IEPs took the "locally selected standardized test" in State Ed's other alternative testing program for kids with IEPs in regular school classes who are 3-5 years below grade level in reading and math; how many were "Not Tested", and what were the scores for the ones who were tested? Why has no data been released on this testing program in thhe 4 years it's been in effect in New York State?

4.How many kids with disabilities graduated with: a Regents diploma; a local high school diploma; an IEP diploma, or a Certificate of Attendance? And how many dropped out, stopped attending school because they (allegedly) moved, were "pushed out" or transferred to another school or GED program ?

5. What is New York State's official NCLB high school graduation rate for each NCLB sub-group including kids with disabilities?

6. Did the State of New York "make" AYP for each mandated test at each grade level and for each NCLB sub-group? Did it "make" AYP for graduation rates for each NCLB sub-group including kids with IEPs? What NCLB target didn't it "make" because not enough kids were tested? And what is it going to do about that - since it's current programs and policies haven't worked to date?

7. Federal Law (the Individuals with Disabilities Education Act) has required - since 2000 - that all state education departments publish "at the same time" and "in the same form" disaggregated assessment scores for kids with disabilities as they do for all students or for general education students.

Why is the Albany Spindoctorate issueing 2003-2004 test scores for some kids before they've issued all the data for 2002-2003 for all kids? Are some students being intentionally left behind - and out? What about "same time" and "same form" doesn't Albany understand?
