Congress Gets A Grade of Incomplete From The Center On Education Policy

Congress has left many important education programs unfunded. In addition, expiring major legislation such as the Head Start Act, Individuals with Disabilities Education Act (IDEA), the Perkins Vocational Technical Education Act, and the Higher Education Act have been left without completion. CEP find that while "it is not unusual for a Congress, which has a two-year life, to take more than a year to finish action on legislation expiring in that Congress, it is unusual not to complete action on the annual appropriations bills. It is also unusual that so many major programs are not further along in the legislative process."
