Teacher Certification and Policy

As teachers must be certified to teach under NCLB, many states are reporting very very high numbers are indeed certified...when perhaps they are not, or at least not in the subject they are teaching! Take a look at the Progressive Policy Institute's "The 21st Century Schools Project Bulletin November 6, 2003, which looks at Teacher certification and Quality under NCLB and finds troubling data:
Teacher Quality One of the most challenging and important provisions of the No Child Left Behind Act requires states to have all teachers in schools highly qualified by 2005-06 and to ensure equitable distribution of highly qualified teachers between high- and low-poverty schools. In September, states were required to report to the U.S. Department of Education on the percentage of classes taught by highly qualified teachers. 11 states did not submit data at all, and many of those that did have not yet defined highly qualified (NCLB lays out basic parameters for highly qualified teachers to be licensed and demonstrate content knowledge, but defers to states on what constitutes licensure and how to assess content knowledge) or lack reliable systems to track this. However, what has really caught the eye of a lot of analysts is that 22 states report at least 90 percent of courses taught by highly qualified teachers, and 19 say the same for courses in high-poverty schools. There is a striking dissonance between the high percentages states are reporting and substantial evidence about out of field teaching and differentials in teacher quality for poor students. Moreover, considering the history of states and institutions gaming reporting on teacher quality issues, for example under HEA Title II, many observers smell a rat.
