C-30 Regulations Remove Parents From Level 1 Committees
NEW YORK CITY DEPARTMENT OF EDUCATION Regulation of the Chancellor Category: PEDAGOGICAL PERSONNEL Number: C-30 Subject: REGULATION GOVERNING THE SELECTION, ASSIGNMENT AND APPOINTMENT OF PEDAGOGICAL Page: 1 of 2 SUPERVISORS AND ADMINISTRATORS Issued: 12/11/02 SUMMARY OF CHANGES The Regulation governs the process of assignment and appointment of supervisors and supercedes C-30 Regulation dated 10/21/02. Changes include: Posting of supervisory vacancies on NYCDOE website Standard application for supervisory positions has been revised Two (2) years supervisory experience requirement for principal positions has been eliminated. With guidelines provided by DHR, responsibility centers will determine if applicant pools are not representative of qualifying eligible lists DHR will post “Special Notices” on NYCDOE website upon notification that applicant pools are not representative in order to increase the applicant pool and members of minority groups. Selection process for supervisory positions will consist of a preliminary review of applications by the superintendent or appropriate executive (principal for assistant principal positions) and referral of 3 – 5 candidates for evaluation by the Level I Committee. Level I Committee will interview candidates referred and will submit rating sheets along with any other information/recommendations it wishes to make to Level II. For assistant principal positions, the final selection is made by the principal, such authority having been delegated to the principal by the superintendent and Chancellor. For school-based positions, the constituent groups on the School Leadership Team (SLT) shall select their representatives for the Level I Committee. However, if parents from the School Leadership Team are not available to serve, the Chairperson of the Level I Committee shall offer the officers of the school’s Parent Association the opportunity to serve. If parents from the SLT and Parent Association officers are not available to serve, the superintendent may waive the minimum number requirement and/or may utilize alternative methods to designate parents to serve on the Committee. Responsibility centers will have all candidates selected for Level I Interview complete a Background Inquiry Form Responsibility centers will submit OSI Background Check Form prior to making supervisory appointment. Chancellor reserves the right to waive this regulation and any portion thereof if he determines it is in the best interests of the school system.
